Hard drives use very little power to keep spinning. The main power draw is having them spin up. So unless you are keeping the drives off for lie.. days at a time, your power savings is minimal at best.

There is on open Feature Request on HD spin down. Support HDD standby

The boot pool is by itself and is not shared with other pools, by default. Boot Drive

Apps is usually put on a separate mirror VDEV and pool. The way you put it above seemed like you were planning on Apps and boot pool being together.
