For myself I use spinning rust for data, and mirrored ssd’s for apps. So currently running 21Tb data and 1Tb for apps.

Because, as was explained a gazillion times in this forum and the previous one, L2ARC is not a dumb extra cache space. ZFS actually needs RAM to manage what goes and what doesn’t go in L2ARC. You will benefit much more from putting your apps and Plex metadata on a small flash pool than you will using them for L2ARC.
