Did you place the system dataset on your boot-disk or is it still located on the data-pool?
By default the system datset gets placed on the first Storage pool that gets created. The activity is collecting data for logs etc.
Go to System → Advanced-> Storage and if you’re using an ssd for boot choose the boot-pool for the system dataset.
If you’re booting from a usb key, placing the sytem-dataset on the boot-pool would lead to faster failure due to the constant data that gets written to it.
