Convert app config ixVolume to local volume without recreating the app

Problem/Justification
When I started my TrueNAS system I created all my app configs using the ixVolume. Later when trying to backup such configurations or since that was not possible, move them to a local dataset to be able to backup, which was also not possible without recreating it.

Impact
The docs specify that the ixVolume should be used to quick-test something, unfortunately I imagine this documentations is read by the user once they are already in this situation. This would help to avoid recreating tens of apps when you find out you have messed up.

User Story
As a user I would like to be able to move the config volume from an app from ixVolume to local.

Considartions
To be honest I don’t mind in the configurations being stored in the ixVolume as it’s something that I don’t usually access, but I would like at least to be able to back up it. This problem would be fixed by either allowing users to easily backup app configurations stored in this folder or allowing us to migrate them to local.
