IPv6 for electric eel docker apps

There are two ipv6 posting in the Feature Requests Category so I don’t know if it is working with it.

Ipv6 docker support

Problem/Justification docker default configuration does not support ipv6 Impact Users who want/need to use ipv6 inside docker will get errors, and things generally won’t work.
