New users not showing up as an opiton in ACL's

I am running TrueNAS-13.0-U5.3

Ok so just as the title states I am having an issue with new users that I create don’t show up as an option in the users list when creating an ACL.

I can’t figure out why not.

Typing them in manually doesn’t work either.

Does anyone have any idea what I should be looking at?

Are the users in AD, LDAP, or local?

They are local users
