[Not Accepted] Add MQTT to alert processing

Problem/Justification
The Alert system does not support MQTT

Impact
This addition to the Alert system would allow much more flexibility by subscribing to the alert.

User Story
This would allow many alert processes to process the alerts in parallel just by subscribing to a topic on a mqtt broker and it should be a pretty simple add on.
