Timeout using Replication Wizard

I’m trying to run the Replication Wizard and it just continues to timeout on me. The stack trace is below. The two units are side by side on the same subnet and I can readily connect between them. Any thoughts?

The documentation calls out

Verify the SSH service settings to ensure you have Root with Password , Log in as Admin with Password , and Allow Password Authentication selected to enable these capabilities.

But the actual UI has only one such option:

So looking at this through the eyes of tcpdump, the host that I am trying to set this up on isn’t sending anything out over the wire. So whatever the “timeout” is, it’s not in the actual network. This is a shiny brand spankin new install. So I don’t know what to make of it.
