Cannot load cloud.conf

New clean install of 25.10.4 I see see this in the logs;

netdata[3069]: CONFIG: cannot load cloud config '/var/lib/netdata/cloud.d/cloud.conf'. Running with internal defaults.

Anyone help me understand why this is coming up?

Having looked a little further I see the folder /var/lib/netdata is empty.

So question remains why is this coming up and what are the “internal defaults”?
