Those are separate. The alert settings determines what trigger alerts. What’s on the dashboard reflects ‘best practices.’
OP is asking why is it warning @ 83.7% instead of at the threshold that it set.

A Quota is a point at where the drive stops accepting data, it has nothing to do with the alarm of 80% or 90% full which is where ZFS starts to suffer.
Don’t let that pool get too full, or you will feel the pain that comes with that.
