How are you connecting them to the motherboard? Which motherboard are you using?
All these commands show us 3 drives, not 4.

the 4 Drives are connected to the SATA Ports
You may be able to import the WD40WDC pool, but the 1 TB drive of WD10WDC is nowhere to be seen. Check its data and power cable, and whether you here it spinning at all.
For import WD40WDC i get that message

the problem is solved.
I replaced the picoPSU power supply with a normal power supply and everything is working as usual again.

Gosh, this would have been obvious. We really need to insist more on getting the FULL hardware specs.
