Like any version, it will start as being tagged for early adopters…
It then gets verified by the community and we review the bug reports. Field testing is the best indicator of quality.
It is then a candidate to be tagged as “general” - if there are any issues, we may skip and release another update.
IMHO this does not make sense. Bug or security fix point releases should have the same status as the train/branch they belong to.
If .4 fixes urgent CVEs especially conservative users should install it immediately.
You do apt-get dist-upgrade all your Debian/Ubuntu servers on a schedule, don’t you? Or run unattended upgrades?
Tomorrow is production system patch day @work for me. That means automatically update about 1000 customer jails to the latest “everything”. We have RCEs in Apache and NginX. In a production environment remotely connected to the Internet you run the latest of “everything” or you get pwned.

You are welcome to install it.
There are other fixes in a release. It is your choice how much testing there is of any release.
If your systems are Internet accessible, then I understand the urgency. There are many other users who do not have your risk profile and technical chops.
