Thanks for all the help and attention to this issue. It’s unfortunate about the jails. I’ll probably hold tight with Core until I find a good way to host PMS via Scale. Looks like there are solutions I just don’t know enough about Scale yet.

Did you solve the non booting VMs by narrowing CPU topology?
I had almost given up on them but then re-read your posts specifically. Setting the CPU topology as you described allowed the VMs to boot. I don’t necessarily understand it, but it did solve the problem. Thank you for persisting! Very helpful!
The settings were left over from an older post about how to get the mouse working in bhyve. Now corrected and 13.3 and the VMs seem to be fine.
