VM created under 25.04.2.6 stuck in Boot Reset on power on

After issues with a migrated container not being able to connect to the network after being converted to a VM, I resigned myself to rebuilding my virtual appliance from scratch.

I’m currently running 25.04.2.6, as I want to get my Container moved over to a VM before I make the jump to 25.10. I was able to set up a new VM, attach an ISO for Debian 13.1, and install the OS without issue.

However, once the VM restarts, it gets stuck at a Boot screen, waiting for 5 seconds before it resets and boots again - back to the same screen. I can manually interrupt it and choose to boot from Linux, but this should not need manual intervention.

I tried removing the VM and recreating it, using both ACHI and VirtIO as disks, changing the Device # for the Disk so it’s 1000 - no change.

Am I missing something, or is there an issue with Linux VMs booting properly in 25.04.2.6?

A similar thing happens when I try Debian 12 - instead, it gets stuck at the UEFI Shell, instead of booting into the installed OS.

I was able to get around this by not using Secure Boot in the initial setup.
