If I use an Intel Xeon E5-2620 V4 CPU, will this allow transcoding or will I need to buy a graphics card to allow for transcoding on a Trunas server ?
Full Plex will be used…

I don’t think that CPU has an iGPU, so although it will allow transcoding, it won’t be hardware assisted.
The low end Intel Arc GPUs apparently work very well for this.
These look to be a video card so I am assuming I could added this on the board running the Intel Xeon 5 ?

Any of the intel arc options are great for transcoding. Grab a cheaper one, slap it in, enjoy. An Arca380 is a solid steal, supporting AV1 transcoding out of the box.
