After performing the upgrade from 24.04 to 24.10, the migrated Jellyfin app shows “Deploying” yet seems to be working normally on the client side. Thanks for directing my attention to this. Since I don’t really need DLNA, I turned off Host Network (it was on already) and now the app finished deploying.

Try setting Host Network to get it to work with DLNA.
