Are there any free or paid third-party NVME-over TCP-compatible initiators for Mac OS?
I have googled. I have failed to find an initator or confirm that none exist. 
@SinisterPisces did you find out anything by now? I’m also googling and not finding anything.
That’s in Apple’s wheel house, so if you don’t see anything, there’s nothing for it. You’re probably stuck with iSCSI if you’re looking for raw block read/writes.
You’re probably right, but even for iSCSI you have to use a third-party initiators, so I was assuming that Apple will also ignore NVMe over TCP and we’ll have to rely on third-party software again.

Best NVMe-oF support seems to be on Linux based systems. Apple will push and support their own standards which is Thunderbolt and retain walled garden eco system.
