New build stuck on PEI--Intel MRC Execution, no video out, BMC wrong CPU/RAM info

Good afternoon! I’ve been troubleshooting this for a few days and am struggling to make any progress. The motherboard’s video out is not working at all. I’ve tried two separate VGA to HDMI adapters and tried several monitors, no video out. I’ve been doing my troubleshooting through the BMC console.
Under System → Component Info, it says there is a Xeon E-2436 processor and labels it as healthy (the installed processor is actually a Xeon E-2456). It also identifies all four memory sticks as having SingleBitECC and being healthy, but shows that they are only 16GB each. Also, all four serial numbers for the RAM sticks are incorrect

I have already upgraded the motherboard BIOS and BMC to their latest firmware versions.

What could be going on here? I’ve never seen anything like it. Faulty motherboard? I purchased it on ebay from a reputable seller known as “TM Galaxy”

List of issues:
-No video out
-Stuck on “PEI–Intel MRC Execution” during boot, unable to enter bios setup. While on this screen, there is a numeric code “01” directly below the listed BMC IP. I’ve checked the motherboard manual and have no idea what this means
-CPU and RAM identified in BMC console are incorrect

  • All “sensor readings” are “N/A”
  • No fans detected under “Fan” tab

My parts:
I paired the SuperMicro X13SCH-LN4F motherboard with a Xeon E-2456 and the x4 sticks of the following RAM: OWC 32GB DDR5 4800 PC5-38400 CL40 2Rx8 288-pin 1.1V ECC Unbuffered DIMM. This was pretty much the only 32GB module I could find that is compatible.
