So 13 is CORE and current version is 13.0-U6.7 that’s very stable so safe to upgrade.
The move to SCALE or now called TrueNAS Community would probably need a little more consideration so your call.
Which version of 13.0 are you on? e.g. U6.2?
Your path will very much depend on what version you are running and what functionality you use. Read the release notes and migration guides provided on the documentation website.
Each version has release notes which have the potential paths to upgrading included e.g:

TrueNAS-13.0-U6.1
The upgrade being offered would be in the 13.0 train, and U6.1 to U6.7 is a bugfix release. Updating would probably be a good idea.

This process has reminded me that I don’t have my jails backed up. I need to address that.
If you have a second system with TrueNAS or at least ZFS, just snapshot and replicate. Works great for jails.
